General: Recycling Targets Met? RAGS Member: New Jobs in Shetland?

The Scottish Tareget for recycling or composting of Municpal Solid Waste (MSW) is 25% by 2006. The last quartely results from SEPA's Landfill Allowance Quarterly Monitoring Scheme (July - Sept 2005) shows that 25.1% of MSW was recycled in this period....however the 12 month rolling average (Oct 04 - Sept 05) is still only 21%. The signs are good but are we really there yet?

New Jobs could be created at an glass recycling firm in Shetland after the company secured a supplier on the Scottish mainland. Enviroglass, a Shetland Amenity Trust company, is manufacturing paving slabs from recycled glass.

General: Audit Scotlant to review municipal waste management General: Threat to local authorities
The proposed study will involve the Scottish Executive, the Scottish Environmental Protection Agency (SEPA) and Local Authorities and will result in a joint report for the Accounts Commission and Auditor General for Scotland. It will examine the performance of Local Authorities, SEPA and the Scottish Executive in reducing the amount of municipal waste being disposed of as landfill, including the impact and value for money achieved by the investment in this area. Watch this space.......

Consultation: Household Waste Prevention Action Plan

EfW: Study of Scotland's energy use

The amount of household waste produced in Scotland is growing at an alarming rate and if changes aren’t made it may double within 20 years. The average Scottish consumer wastes £1597 per year on goods and services that they don’t use, £438 of this is uneaten food. In a bid to stem this disturbing growth in waste, the Scottish Executive and the Scottish Environment Protection Agency (SEPA) have published a consultation paper detailing actions which could be taken by everyone. The consultation closes on the 28th of April - RAGS will be responding on behalf of our members. Contact Claire at RAGS for more information.

General: Increase funding - further £5 million in support announced EfW: CIWM position statement
The Scottish Executive has provided a further £5million to support community based recycling projects in Scotland until 31 March 2008. The INCREASE Programme will provide investment to eligible community organisations engaged in activities that will help to implement the National Waste Plan. The overall objective is to enable new and existing community organisations to become economically sustainable social enterprises that will help to develop the social economy in Scotland

General: SWAG business directory now online General: Discount for CIWM 2006

The Scottish Waste Awareness Group (SWAG) has produced an online recycling directory for businesses throughout Scotland. This web based tool, available from 31st January, is accessible via a new 'Waste Aware Business' website.   Businesses can search for reuse and recycling services by location and material to find out what is available to them in their local area. A range of service providers are included such as local authorities, the private waste management sector, and community sector organisations.

SEPA: Scottish Waste Carriers Online Checking

SEPA has now added an online search facility to their web site to allow businesses and householders to check that a waste carrier is registered to collect waste in Scotland

General: Sustainable Action Grants Scheme 2006
The Sustainable Action Fund was set up under the Environment Act 1990 with the objectives of funding research, demonstration projects and other relevant activities in support of sustainable development in Scotland. Money is given in the form of core funding or grant funding - applications must be in by March 17th!

MSW: Call for variable charging on household waste

Local authorities should be given the necessary powers to experiment with variable charging schemes for household waste, a policy think-tank has said. And, new green taxes should make householders think twice about using disposable products, according to the Policy Studies Institute. In a report published today (08/02/06) it states that charging householders based on the amount of unsorted waste they throw out would be the "most effective way of getting consumers to reduce the amount of waste they produce".

Packaging: Councils offered producer support

Local authorities are being offered fresh support from packaging producers to help them improve recycling services for packaging waste. A major new support programme for councils has been launched by RAGS Member Valpak, the UK's largest compliance scheme, which helps over 3,000 packaging companies meet their legal obligations to recycle packaging waste. In a move welcomed by LARAC and the LGA, councils are now being invited to work with Valpak, its member companies and Valpak's partner reprocessors to assist the UK in reaching the producer responsibility targets set by Europe's Packaging Directive for 2008.

MSW: Ambitous plans for Fife Waste
Fife Council has submitted ambitious plans to the Scottish Executive to deal with the Kingdom's long term waste problems. The innovative proposals involve the provision of technology that can convert mixed food and garden waste into a high quality compost. They also include plans for combined heat and power plants that will burn waste to produce electricity and heat that can be used in homes or businesses. If the plans are put into practice they will ensure that Fife meets its landfill diversion targets and avoid heavy fines brought about by tough new European legislation
