The RAGS AGM will be To be held at 1pm on the 14 December 2005 at The Attic Room, The Tolbooth, Jail Wynd, Stirling. All members are invited to attend and nominated representatives should by now have received their formal notification of the agenda. The deadline for submission of resolutions and for nomination of members to the RAGS executive must be returned to the RAGS office by the 7th of December. Click here for a copy of the AGM notice as issued on 14th November 2005 In recognition of the distance some of our members will be coming, we have joined forces with Intelligent Waste Solutions to provide our members with a free special and hazardous waste workshop, to be held at the Tolbooth immediately before the AGM (from 11:30 to 13:00). Just show up- no need to book! Non members can also attend, but at the bargain price of £50. If you are interrested in learning more about the constraints of special & hazardous waste legislation on business, or have a special & hazardous waste problem, this workshop will provide you with an opportunity to meet with experts in the field. |
Hopefully you will be starting to see the benefits of continuing your RAGS membership. With the launch of our new website and these e-bulletins forming only part of what we have to offer. RAGS aims to make Scottish recycling the envy of the world by helping our Public, Private and Community sectors to work effectively together. |

The Office of the Deputy Prime Minister has published a new guidance document on Planning for Sustainable Waste Management. Although this applies to South of the Border, it makes an interesting read and is a companion guide to Planning Policy Statement 10. |
DEFRA and Periodicals Publishers Association have agreed a target of 70% of magazine paper will be recycled by 2013.

| New annual targets for packaging waste have been announced up to 2010. In addition, changes to the packaging regulations have been announced, intended to keep the burdens on individual businesses lower than they might otherwise be. Changes include a new obligation on franchisors, licensors and pub operating businesses. | Wrap is to scrap its work on real nappies and focus efforts in other directions. |

| Consultation: Schedule 3 to the Waste Management Licensing Regulations 1994 / changes to exemptions | General: Scottish Recycling OK | |
The Scottish Executive is consulting on proposals to codify Schedule 3 to the Waste Management Licensing Regulations 1994 (as amended). Responses must be returned to Gary Gray at Waste Regulation Team by the 17th of February 2006. The Schedule gives details of the various waste management activities which are exempted from the requirements for a full Waste Management Licence . Changes are proposed to the exemptions, to ensure that any exemptions which apply to special (that is, hazardous) wastes. |
The latest statistics published by on 17/11/05 show that Scotland is on course to meet its recycling targets! |

| Paper: Government proposals for waste paper firms to cover yards | General: Research Proposals | |
| At present, most recovered paper merchants (or "waste paper firms") are exempted from the need to meet the full waste management licensing requirements. Under current proposals reviewing such exemptions, it is proposed that recovered paper will have to be stored under cover. | Defra is offering a second change to submit your waste and resources research proposals. Expressions of interest must be received by the programme before the 12/1/06. | |

Consultation: Renewables Obligation Scotland Review |

The Renewables Obligation (Scotland), or ROS, is the Scottish Executive's main policy instrument for delivering more renewable electricity generating capacity in Scotland. This consultation builds on a consultation earlier this year. |
High street retailer Boots has signed a three-year deal with Excel's environmental compliance solutions unit to assist with its legal requirement to recycle packaging waste. |

| The Scottish Executive is consulting on a National Framework for non household (i.e. Commercial and industrial) waste, to move Scotland further towards a culture of waste prevention, recycling, composting and other such technology for reduce residual.
