To be held at 1pm on the 14 December 2005 The Attic Room, The Tolbooth, Jail Wynd, Stirling, FK8 1DE After an eventful year at RAGS, our AGM promises to be particularly interesting Come along and hear about the changes at RAGS, our plans for the forthcoming year and how we intend to support you. Let us know what you think and actually get involved in making RAGS membership work for you in 2006. Formal notification letters were posted to our members on Monday the 14th of November. Forms for submission of resolutions and for nominating members to the RAGS executive were included with the notice All such forms must be returned to the RAGS office by the 7th of December. |
Alex Johnstone, MSP for Angus and the Conservative Rural Development & Environment Spokesperson in the Scottish Parliament, will today call for the greater use of Advanced Thermal Treatment (ATT) to address Scotland's record on recycling. |

SEPA: Is it waste? |

For those of you that missed our last e-bulletin, a reminder that The Scottish Executive is consulting on a National Framework for non household (i.e. Commercial and industrial) waste, to move Scotland further towards a culture of waste prevention, recycling, composting and other such technology for reduce residual. This consultation should be of interest to all our members. For your convenience, RAGS has produced a summary of the consultation. This is available online at the RAGS website. Responses to the Scottish Executive are due by the 16th of December 2005. Have a look - if you feel you want to get involved, RAGS members will be meeting in Alloa at 10:30am on the 8th of December 2005. Call the RAGS office on 0845 838 1141 for more details. |
SEPA have reviewed their framework of factors to be considered in establishing whether a particular substance or object is likely to fall within the scope of the definition of waste given in the Waste Framework Directive. |

GENERAL: Two new local authority recycling plants open - in Dingwall & Greenock |

Inverclyde Council have just opened their new sorting plant in Greenock. The new plant will sort material collected from over 40,000 households and recycling points in the Inverclyde area, The council's recycling rate was 5.5% in 2003/04 and is now expected to reach 20% in 2006 - click here for more details. Highland Council opened a new recycling centre in Dingwall, their 21st in region. It is anticipated that Highland Council will be recycling around 18% of its municipal waste by March 2006 - click here for more details. |
On the 1st of November, Novelis increased the price it pays for used cans to £50 per tonne - the first increase since March 2004. Click here for the full story |

GENERAL: INCREASE Programme 2005-06 - Closing date for applications is the 25 November! |

| The increase programme has announced that the final closing date for 2005-06 applications is the 25 November. Project start dates should be no earlier than the Monday 30 January as there will be an estimated 9 week turn around time on applications (due to Christmas and New Year holidays) and all funding must be spent by 31 March 2006. |

| ORGANICS: RAGS networking event on 30th November | |

This half day event promises to be of interest to both those who want to learn more about the role of the community sector in recycling and to those who want to find our more about successful composting and timber recycling. |

PLASTICS: Recovered PET packaging trials |
|
|
Coca-Cola and Boots are testing the use of recovered PET packaging on the high street as part of WRAP's ongoing efforts to further increase retailer awareness of the possibility of using recycled plastic in their packaging . Various Coca Cola Enterprise Ltd products will be sold including a 25% recycled material content and Boots will be using a 30% reprocessed material content in packaging for its "Ingredients" shampoo range. |

A consultation on the proposed PPC subsistence charges for 2006-07 has been issued by SEPA. Closing date for responses to the SEPA is the 27 January 2006.

| GLASS: Rural glass recycling to arrive in Moray | |
| Moray council is set to introduce glass recycling facilities for its rural areas, with glass banks funded by Scotland's largest glass manufacturer and RAGS member O-I (United Glass), . O-I will collect the glass from Moray council and reprocesses it at their glass plant in Alloa. | |
